Because this may be an extended activation, fewer sites will be opened. Egan will NOT use the South Hills site at the Episcopal Church of the Resurrection on Hilyard Street in South Eugene.

Volunteers are asked to sign up as soon as possible. The city of Eugene will be implementing its cold weather policy Tuesday, Jan. 14, 2025:
“City staff will not post unsanctioned camps with removal notices (pursuant to City Code 4.815 and ORS 195.505) nor remove camp sites previously posted, during that weather event. Park Rules are still observed, including overnight closure hours and prohibited structures at any time. When formal advisories end, or when forecasts do not meet the threshold for suspending postings and removals, standard practices will resume.
During extreme weather events, City staff may still contact individuals engaged in unsanctioned camping in public spaces, to provide information on local resources including warming centers, cooling centers, or clean air facilities, and may remove debris or biohazards from sites.
In some circumstances, individuals may be required to move from public spaces during these weather events, for exigent safety, sanitation or access reasons; or related to law enforcement concerns other than violations of the unsanctioned camping ordinance. ”
On Tuesday, St. Vincent de Paul will activate its first Emergency Weather Response Shelter using St. Vinnie’s staff. Clients can find warmth at both Wheeler and Springfield sites on Tuesday night. The Egan Transportation Hub will be closed, but St. Vinnie’s shuttles will be making the rounds looking for clients.
The separate, staff-run warming shelter meant to complement and support Egan Warming Centers by offering reprieve to individuals during severe cold weather that does not meet the criteria to activate for Egan, specifically on nights where the temperature is between 30-32 degrees for consecutive days.
For every other day within 30-32 degrees these shelters will activate at two sites: Wheeler and the Springfield Memorial Building. They will also be activating shuttles to pick up any unhoused individuals needing a ride to the shelter.
