Planning commission to look at CFEC rules Nov. 22

The Eugene Planning Commission will hold a work session Nov. 22 on Climate Friendly and Equitable Communities parking changes. Meeting details will be posted one week before the meeting on the Planning Commission’s web page.
In response to Executive Order 20-04, the Oregon Department of Land Conservation and Development (DLCD) developed, and the state adopted, updates to Oregon’s transportation and land use planning rules called the Climate-Friendly and Equitable Communities (CFEC) rules.
There are several components to the new rules, including new provisions for engagement and equity. Most of the components will require changes to local land use and transportation plans and/or Eugene’s land use code.
The parking rule changes are the earliest component of the rules to take effect.
- The first change the City is required to implement by the CFEC rules is the elimination of off-street parking mandates (i.e. requirements for a minimum number of off-street parking spaces) on development permits for certain use and in locations near transit submitted after December 31, 2022. These requirements must be applied to new development even if Eugene’s land use code is not updated yet.
- The next required change is that electric vehicle (EV) charging conduit be installed for 40% of the parking spaces provided in new multi-unit or mixed use developments. This requirement needs to be in effect no later than March 31, 2023 and must be applied to new development even if Eugene’s land use code is not updated yet.
- The deadline for the City to implement the bulk of the parking rule changes is June 30, 2023, by which time the City will have to adopt land use code changes implementing one of the options for reducing off-street parking mandates city-wide, unless an extension is otherwise approved by the state.
