West University ‘party patrol’ leads to multiple arrests

Eugene Police again staffed overtime enforcement efforts the weekend of Oct. 15-16, with focused patrols to target illegal alcohol use, noise ordinance violations, and unruly gatherings in the neighborhood areas around the university.
These data-driven enforcement efforts may vary in time and intensity, and follow an education-first approach.
During the weekend, officers conducted evening focused patrols in the surrounding residential area, arresting and issuing the following:
- (1) Assault 4 – Domestic Violence (lodged) EPD case #22-15665;
- (1) DUII – alcohol, Hit and Run – property (lodged) EPD case #22-15662;
- (2) Resisting Arrest (lodged) EPD Case #22-15612, #22-15615;
- (21) Prohibited Noise citations in lieu of custody (misdemeanor);
- (16) Unruly Gathering (violation);
- (16) Open Container citations in lieu of custody (misdemeanor);
- (33) Minor In Possession- Alcohol citations (violation);
- (3) Littering (violation)
- (1) Urinating in Public (violation).
Officers responded to 1375 and 1379 Mill St. for a loud party of over 100 people.
EPD issued four misdemeanor citations in lieu of custody for Prohibited Noise and four Unruly Gathering (Social Host) violation citations related to the incident.
Other citations included Minor in Possession of Alcohol, Open Container, and Urinating in Public.
Officers also responded to 1480 and 1490 Hilyard St. for another party of over 80 people.
EPD issued seven misdemeanor citations in lieu of custody for Prohibited Noise and seven Unruly Gathering (Social Host) violation citations related to that incident. Other citations included Minor in Possession of Alcohol and Open Container.
Officers responded to a third significant party at 2057 Hilyard St. and issued five misdemeanor citations in lieu of custody for Prohibited Noise and five Unruly Gathering (Social Host) violation citations related to the incident.
Other citations included Minor in Possession of Alcohol, Open Container, and Urinating in Public.
Officers made two additional arrests for Resisting Arrest and Interfering with police related to contacts for alcohol violations.
EPD follows up with property owners or managers of sites involved with social host violations.
Students and residents can expect continued enforcement and education efforts by EPD in partnership with UOPD, University Student Conduct and University Neighbor Relations.
